Restore NavigationDirectory to HTML Conversion Utility

Usage: Dir2HTML DirSpec TargetSpec [Switches]
  Switch: { -option, /option }
    Options: Q, q: quiet mode,   D, d: debug mode,   H, h, ?: this help

Produces an HTML mirror of directory tree DirSpec at location TargetSpec.

Note: The utility requires a configuration file Dir2HTML.ini located in the current directory.
